We publish information about parking accounts and Penalty Charge Notice revenue.

Essex County Council (ECC), the Highway Authority, is responsible for on-street parking provision and enforcement. ECC have given this function to the South Essex Parking Partnership (SEPP) Joint Committee via an agency agreement.

SEPP consists of: 

  • Chelmsford City Council
  • Basildon Borough Council
  • Brentwood Borough Council
  • Castle Point Borough Council
  • Maldon District Council
  • Rochford District Council

The Joint Committee manage SEPP's single parking account. The Joint Committee is responsible for dealing with any surplus or deficit. The Joint Committee manage all surpluses as per Section 55 of the Road Traffic Regulation Act (RTRA) 1984.

Funds from parking enforcement activity in Chelmsford go into the overall SEPP single parking account. We have no direct control of this account.

The SEPP Joint Committee produces an annual report which provides a breakdown of the enforcement activity and financial performance in each of the partner areas.

From Penalty Charge Notices that we issued in off-street public car parks, we received: £125,176

Expenditure relating to off-street parking enforcement operation:

  • Staff (in-house): £91,310
  • Indirect costs: £53,435
  • Direct costs: £17,300
  • Total: £122,047
  • Total surplus for off-street parking enforcement: £3,669

We used the surplus for reactive car park maintenance repairs which exceeded original budget.
