Attending and speaking at meetings

Council, Cabinet and committee meetings are open to the public and you are welcome to attend.

You can view the list of meetings, and the agenda for each meeting.

Meetings are held in the Council Chamber at the Civic Centre in Duke Street, unless we state otherwise.

Meeting agendas

The items that will be discussed in Council and committee meetings are published in an agenda at least five working days before the meeting date.

You can view the meeting agendas online. 

If you don’t have access to the internet or a desktop computer, you can use self-service desktop computers at:

• the Customer Service Centre, Civic Centre
• Chelmsford Library
• South Woodham Ferrers Library

Speaking at a meeting

There is a Public Question Time at the start of Full Council meetings, apart from the Annual Meeting in May. There is also a Public Question Time at the start of all Cabinet meetings, and at the start of most committee meetings.

If you want to ask a question or make a statement at a meeting, you must tell us at least 24 hours in advance. You can submit your question online. 

Once you have submitted your question or statement, we will send it to the relevant councillors. You can still attend to put it in person if you wish. The question or statement must take no longer than two minutes to read out.

Your question or statement must relate to the work of the council or affect the city. If it doesn’t, the Chair may disallow it.

The relevant member or officer of the council will then respond to you.
